PL 13 is a Donor Partnership Programme implemented in cooperation with the Norwegian Directorate of Health.

The Programme consists of a pre-defined project contributing to the development of a cross-sectoral strategy and instruments towards reducing health inequalities, and pilot projects of community-based comprehensive public health interventions in selected poviats. 

The pre-defined project is implemented by the Department of Health Insurance. The project addresses the problem of public health management and involves, among other things, the development of a cross-sectoral strategy for reducing social inequalities in health. Under the project two models were developed which served as guidelines for poviats eligible to apply, i.e.: a model of health needs assessment and a model of a health promotion and prophylaxis programme for local communities.

The process of acceptance of applications under the pilot projects concerning health promotion and prophylaxis for local communities was carried out on a competitive basis - eligible to apply were selected local self-government units (Poviats).

The call for proposals under programme PL13 was announced on 31st March 2014 and lasted until 2nd June 2014.

On 10th and 17th June 2011, the Memoranda of Understanding on the Implementation of the Norwegian Financial Mechanism and the EEA Financial Mechanism for the years 2009-2014 were signed. Thus Norway, Liechtenstein and Iceland undertook to provide Poland with a non-refundable aid in the amount of EUR 578 million. Under the new financial perspective, the sum of EUR 76 million was allocated to the programme area "Public Health Initiatives".    

On 20th December 2012, the following were signed: the Programme Agreement of 20th December 2012 between the Minister of Regional Development and the EEA Financial Mechanism Committee for the financing of the Programme "Development and better adaptation of health care to demographic and epidemiological trends", the Programme Agreement of 20th December 2012 between the Minister of Regional Development and the Norwegian Ministry of Foreign Affairs for the financing of the Programme "Development and better adaptation of health care to demographic and epidemiological trends", and the Programme Agreement of 20th December 2012 between the Minister of Regional Development and the Norwegian Ministry of Foreign Affairs for the financing of the Programme "Reducing social inequalities in health".

On the basis of the above documents, on 29th January 2013, the following were concluded: 

"Memorandum of Understanding on the implementation of the programme entitled: Development and better adaptation of health care to demographic and epidemiological trends under the European Economic Area Financial Mechanism 2009-2014 and the Norwegian Financial Mechanism 2009-2014" and "Memorandum of Understanding on the implementation of the programme entitled: Reducing social inequalities in health under the Norwegian Financial Mechanism 2009-2014" between the Minister of Regional Development acting as the National Focal Point, and the Minister of Health acting as the Operator of Operational Programmes in the area of Public Health Initiatives.

The Minister of Health acts as the Operator of Programme PL13 "Reducing social inequalities in health".
